How the market has moved, and how far apart the banks were.
Buy is what the bank pays you for foreign currency; sell is what it charges. Banks quote different things — some split the buy side by banknote denomination (notes under 50 fetch a worse rate), others by cash vs telegraphic transfer. Blank cells mean that bank doesn't quote that leg. The NRB row is the central bank's reference rate: a benchmark, not a rate you can transact at.
